Conventions are agreements among several countries and the agreed terms and conditions should be considered as rules and regulation inside the country of each party and among the countries/other parties.
It means that, the rules of each convention are a practice that is widely observed and implemented in a group of countries and shall override local rules of all parties.
i.e., These conventions shall override the local rules and regulations of each country who already signed the conventions.
Difference between Convention and Protocol
When a major amendment needs to be incorporated in the regulations of a convention, a Protocol shall be raised to amend. This protocol can be signed and approved by all or, by some of the countries who already signed and approved the main convention.
